520 | _aIn its final submission to the "Barker review of housing supply: securing our future needs", RICS states that a minimum of 250 000 new homes must be built every year for the next ten years if a crisis is to be avoided. The ideas proposed by RICS include an increase in the level of government incentive for employers who are willing to provide for their workers and encouragement of local authorities to maximise the residential potential of usused and under-used commercial and industrial property. The Barker Review is likely to be published on Budget Day, March 17 2004.
