The disputed element related to "external repairs & decoration, window/roof renewal", costing around £5.7m. One of the issues under discussion was whether the replacement of single-glazed windows with double-glazed constituted an improvement or a repair. "Held" the replacement of the windows was effectively a repair, and the appeal was dismissed
