<br/><br/> Describes the methodology used in the Environmental Protection (Duty of Care) Regulations 1991 and presents the results of site-based spot check audits of waste transfer notes. The results show that there is a very low level of compliance with the requirements of the Regulations. Waste transferors are often confused between the waste transfer note documentation required and the requirement to be a registered waste carrier. Includes a review of regulatory powers and enforcement.
