<br/><br/> The Inland Revenue has published a consultation paper outlining proposals to reform the Construction Industry Scheme (CIS).  The CIS was last revised in 1999 and still relys on paper vouchers to evidence payments between contractors and subcontractors.  Consultation deadline is 28 February 2003.
