N2  - A new survey commissioned by the European Fine Art Federation shows that taxes and bureaucracy are discouraging collectors from conducting business in the EU.  According to the survey, the UK still plays a leading role in the international art market, but restrictive taxes such as import VAT have had a negative impact.
