<br/><br/> Government has moved to bring representatives from all the EU states together in a concerted bid to introduce a new state funding framework to support regeneration.  The DETR contends that the new framework, which will replace the controversial Partnership Investment Programme - ruled illegal by the EU in 1999,  will benefit all existing and potential EU members.
