Through an examination of the principal legal tools, planning policy, environmental assessment, integrated pollution control/integrated pollution prevention and control and environmental management systems, provides an overview of the current situation relating to the development of brownfield sites. Contends that brownfield development is beneficial to both urban and rural landscapes and suggests the government needs to encourage greater private investment in brownfield development.
