Considers the weakest area of building services to be whole life costing, and discusses whether engineers, with their understanding of service costs can change attitudes within the property industry. Egan recommendations that design needs to encompass whole life costs have been accepted by government and incorporated into the Treasury's latest "Guidance Notes".
