Reviews the economic background and construction sector in the countries studied; institutional, legal and economic reforms; major trends in construction markets; possible negative local short-term implications of increasing globalization. Illustrates the dilemma that construction services could grow at the expense of the indigenous sectors of developing countries, using Japan as a case study.
