RICS has published a report which shows mixed fortunes for those affected by the congestion charge. It reports that 90% of retailers and 75% of leisure occupiers view the charge negatively. Office space and the residential market are mainly unaffected. The report recommends the improvement of public transport, the study of its impact on property markets, monitoring of the impact on retail and careful consideration before the scheme is extended. http://www.rics.org/includes/listprmoreall.html
