Outlines the author's recommendations for the future of the high street based on the principle that town centres cannot rely on retail alone but must become digitally connected community hubs linking educational, manufacturing, business, leisure and cultural uses through freely available wi-fi. Calls for the establishment of town centre commissions to build 20 year visions supported by five year business plans, reintroduce 2015 business revaluation with a rates freeze from end of 2014 and encourage conversion of empty commercial property into residential use and other community uses.
