Sets out the findings of research into the application of PPG7 to development plans for, and planning decisions in, rural areas,identifying best practice. The report's recommendations include: a clearer, more flexible, definition of sustainable farm diversification; recognition of the need for different approaches in different areas; consideration of how farm business development plans and environmental protection plans might be used to support planning applications; the development of a clear vision of integrated rural development by local authorities; criteria based planning polices for farm diversification; that development plans should address the scale of development appropriate for the area and how this should relate to working farms; that the value of pre-application advice should be considered in 'best value' reviews of planning services; the consistent linking of pre and post-application advice; training for development control officers in farm diversification; coordination between planning authorities and other bodies offering assistance and advice on farm diversification; the establishment of first stop shops for planning and economic development advice; closer partnerships between local authorities and the farming community; written advice on how farm diversification applications will be dealt with; and taking planning advice out to the farming community.
