Application was dismissed. Held that the notice sent in 1995 was invalid; the clamaint's tenancy was now a 'long residential tenancy' subject to the Local Government and Housing Act 1989 sched 10. Referring to Schedule 10 para 10(5) it was decided that the rent assessment committee could determine a rent above the £25,000 limit.
