Outlines target allocations set out in the draft RPG14: "East of England". The study, "Relationship between transport and development in the M11 growth area", concludes that it would be premature to plan for a major settlement in the growth area. Puts forward two options for accommodating new houses: concentration in the urban areas and development along transport corridors to ensure reserve capacity for growth.
