First of two articles exploring the thirty years of urban regeneration in Britain following the Inner Urban Areas Act (1978). Compares the British experience of regeneration with those of France and Germany and looks at the emergence of urban regeneration policies in these countries, in their spatial and institutional contexts. In addition to discussing policy differences, the article comments on the nature of urban areas and key issues for regeneration and neighbourhood renewal in the areas discussed.
