Discusses the debate over mobile phone mast sites and the role the planning process should play in decisions regarding the siting of masts. Highlights the dilemma for government posed by the rapid growth in the mobile phone industry compounded by the imminent introduction of third generation (3G) networks and the public concern over health risks. Outlines the development of the planning process in relation to telecommunications with reference to the 'Telecommunications Code', the 'prior approval' requirement for operators and the revised PPG8.
